New York State Senator Adriano Espaillat has the chance to become the first Dominican in Congress.
He is challenging 42 year incumbent Charlie Rangel in the newly drawn 13th District in Tuesday’s primary. But as WFUV’s Claudia Morell reports, his ethnic background may not play much of a factor at the polls.
